What is it about?
ACER is consulting on all Transmission System Operators' ('TSOs') proposal for the methodology for sharing costs incurred to ensure firmness and remuneration of long-term transmission rights.
All TSOs were mandated by the EU Regulation 2016/1719 establishing a guideline on forward capacity allocation ('FCA Regulation') to develop a proposal for sharing costs incurred to ensure firmness and remuneration of long-term transmission rights. All TSOs submitted the proposal on 23 April 2020.ACER will adopt a decision on the proposal by 23 October 2020. Such decision shall take into account the provisions of the EU Regulation 2015/1222 establishing a guideline on capacity allocation and congestion management, the FCA Regulation and its consecutive approvals of terms and conditions or methodologies, as well as ACER previous decisions on the matter.Stakeholders' input will be considered when examining all relevant issues. Therefore, to take an informed decision on the algorithm methodology proposal, ACER seeks the comments of all interested parties.
